The name of the country, Panem, comes from the Latin phrase “panem et circenses” — which means “bread and circuses.”
This ancient Roman expression described how rulers kept the people quiet and distracted by giving them food and entertainment, so they wouldn’t rebel. Suzanne Collins deliberately chose this name to show how the Capitol uses the Hunger Games (and luxury) to control the districts.
